Mission
You implement the purchasing/contracting strategy defined by the project purchasing head.
You are part of the interface with purchasing department including China purchasing centre to pull right resources and guidance. You set supply chain policy.
Responsibilities
- Actively review all documents related to procurement process released by technical provider bearing in mind cost and schedule optimization. In particular, challenge the technical files for material/service requisition issued by technical provider bidding purposes.
- Support Area Managers to define equipment optimization (efficiency, reliability, maintainability…) and encourage alternative design/solutions and standardizations.
- Validate/contribute to the setting up of the Vendor List for all applicable packages with a systematic inclusion of suppliers from low cost countries.
- Contribute in defining the procurement strategy in term of potential development partnership with key vendors, specific requirements for localization and purchasing synergies with Eramet.
- Participate in the elaboration of Purchasing Contractual documents and their validation by Weda Bay Nickel and Eramet
- Review all offers from Vendors technically with Area Managers; analyze the proposal in terms of cost and schedule.
- Challenge Vendors during clarification post bidding meetings with technical provider
- Actively participate with technic al provider to negotiations and implementation of cost reduction best practices.
- Contribute to regularly assess the vendors in term of quality, capacity, delivery and competitiveness
- Organize and participate with technical provider to progress meetings with Vendors during contract execution.
- Active participation in Procurement Claim Management
- Issue regular and ad hoc procurement reporting (including budget/purchasing performance and statistics) as requested by the line manager.
Qualifications
- Engineer degree qualified with a further qualification in purchasing
- Procurement of goods and services for large projects (purchasing of Chemical Process Equipment is a plus)
- Working in complex, international projects
- Knowledge of ASEAN markets (possibly China) and relevant vendors
- Diplomatic attitude and at ease in a multicultural environment
- Ability to work under pressure and to liaise with Senior Management and Corporate functions
- Creative and Innovative (but with an analytical skill)
- Leadership
- Open to frequent traveling
Languages
Good written & spoken English (French and Chinese are a plus)
